Many people approaching 65 assume they must submit an Old Age Security (OAS) application. Others assume the opposite and wait for payments without checking. Under the 2026 rules, either situation is possible because OAS uses both automatic enrolment and applications. Most people do not need to apply for OAS. If the government has enough information to determine that you qualify, you can be enrolled automatically and will receive a letter around your 64th birthday. If you are not automatically enrolled, you must apply. Do not assume enrolment simply because you have reached 65.
How OAS Automatic Enrolment Works
Under the 2026 OAS enrolment process, automatic enrolment is used when sufficient information about your eligibility is already available. The law allows the application requirement to be waived when the information on file establishes that you qualify for the pension.
If this happens, you are notified in writing before payments begin. The notice provides the information being used to determine your eligibility, giving you an opportunity to correct inaccuracies before your pension starts. The Old Age Security Act also allows you to decline automatic enrolment before turning 65 if, for example, you intend to delay your pension.
Automatic enrolment should not be confused with automatic eligibility. You still have to satisfy the OAS eligibility requirements, including the applicable residency requirements. Automatic enrolment simply removes the need to submit an application when your eligibility can already be established.
How to Know Whether You Need to Apply for OAS
The letter you receive is the key. Under the 2026 process, an automatic-enrolment letter means you do not need to submit an OAS application unless the information in it is incorrect or you want to change your pension’s proposed start date. A letter specifically asking you to apply means you must complete an application instead.
There is also a clear checkpoint for people who receive nothing. If one month has passed since your 64th birthday without an enrolment letter, the current OAS application instructions direct you to contact the government to determine whether an application is required. We would not wait until the first expected payment to investigate. Our guide to contacting Service Canada about OAS covers the available contact methods.
Someone who has already turned 65 should also take action if the pension has not started and they have not deliberately postponed it. The next step may be an application rather than waiting for automatic processing. The full procedure is covered separately in How to Apply for Old Age Security.
When Automatic Enrolment Still Requires Action From You
An enrolment letter is not something to file away without reading. Under the 2026 rules, you must correct inaccurate information in the notice before your 65th birthday. The government can also require an application even after initially intending to waive the application requirement, in which case you must follow the instructions in the new notice.
You also need to respond if you want your pension to begin later than the proposed date. OAS can be voluntarily postponed, but you need to communicate that choice rather than allowing an automatically enrolled pension to begin. We cover the timing rules separately in Can You Defer OAS? and What Age Can You Collect OAS?.
Other Questions About Automatic OAS Enrolment
Can you check your OAS enrolment online?
You can use My Service Canada Account to access available information and online OAS services. We cover the OAS-specific account features in our My Service Canada Account guide for OAS.
Can someone with a power of attorney apply for OAS online for you?
Under the 2026 online application rules, you cannot use the online OAS application when a third party, such as a power of attorney or trustee, manages your OAS account. In that situation, the paper application process is required.
Can you apply online before your 64th birthday?
No. Under the 2026 online application rules, you must be at least one month past your 64th birthday to apply for OAS online. The timing of when you should submit an application is covered in our separate guide to when to apply for OAS.
If you are approaching OAS age, check the mail you receive around your 64th birthday and act on the instructions rather than assuming an application is or is not required.
