Can You Cash Out or Withdraw From Your OMERS Pension Early?

Money going into OMERS through every paycheque can make the pension feel like an account you should be able to withdraw from when needed. The regular OMERS pension does not work that way. You generally cannot cash out or withdraw from your OMERS pension while you remain an active member. After leaving your OMERS employer before your early retirement date, you may be offered a transfer of your pension’s commuted value. Most of that money remains locked in for retirement rather than becoming freely spendable cash.

When Can You Transfer Your OMERS Pension Out?

Leaving your OMERS employer before your early retirement date can give you the option to transfer the commuted value (CV) of your pension out of OMERS. The commuted value represents the present-day lump-sum value of the future defined benefit pension you have earned. OMERS options after leaving your employer

Timing is critical. For a member with a normal retirement age (NRA) of 65, the early retirement date is generally age 55. For an NRA 60 member, it is generally age 50. The option to transfer your OMERS commuted value ends the day before your applicable early retirement date. OMERS normal retirement age rules

That makes a commuted value transfer quite different from an ordinary withdrawal. You must first leave the OMERS employer, qualify for the transfer option and make an election within the applicable process. Someone who continues working and contributing to the regular OMERS pension cannot simply request part of the pension because they want access to the money.

Where Can the Commuted Value Go?

Pension money is generally subject to Ontario’s locking-in rules, which are designed to preserve it for retirement. An eligible commuted value can be transferred to a locked-in retirement arrangement such as a Locked-In Retirement Account (LIRA). Other permitted destinations can include another registered pension plan that accepts the transfer. Ontario commuted value transfer rules

Transferring the CV ends the corresponding OMERS pension entitlement. You give up the future lifetime pension and associated benefits covered by the transfer in exchange for control of the transferred retirement assets. The decision cannot simply be reversed after the transfer has been completed.

This is one reason we would not treat “cash out” as interchangeable with “take the commuted value.” One suggests immediately spendable money. The other normally moves pension value from one retirement arrangement into another, with restrictions still attached.

The amount available as a CV is also not simply your accumulated OMERS contributions. It is an actuarial calculation of the value of the future pension benefit you are surrendering.

When Can an OMERS Pension Actually Be Paid in Cash?

There is an important exception for a small pension. If you leave your OMERS employer in 2026 and your annual pension is less than 4% of the 2026 YMPE of $74,600, OMERS can offer a cash refund of the commuted value, less applicable tax, or a transfer to an RRSP. For 2026, the annual pension threshold is therefore $2,984.

This exception explains why two former employees can receive very different options after leaving. Someone with a small pension may qualify for actual cash, whereas a member with a larger benefit can face locking-in restrictions on a commuted value transfer.

Taking the small-pension cash refund also has a future consequence. If you later rejoin OMERS, you must wait five years from receiving the CV before you can buy back the associated service. The normal rules for restoring eligible pension service are covered separately under an OMERS buyback.

You Can Leave the Pension With OMERS Instead

Transferring the commuted value is not the only route after eligible employment ends. You can keep the pension in OMERS and receive it later. This preserves the future defined benefit rather than replacing it with transferred retirement assets.

A pension left behind can become an OMERS deferred pension. Keeping it also preserves plan features that may include lifetime retirement income, applicable survivor benefits and inflation protection. The pension you eventually receive continues to follow the OMERS pension calculation rather than depending on how well a personally managed transferred account performs.

For someone comparing these options, the meaningful decision is therefore not simply “cash now or pension later.” It is often a choice between retaining a defined lifetime benefit and assuming responsibility for assets transferred into another retirement arrangement.

Can You Unlock OMERS Money After Transferring It to a LIRA?

Ontario provides limited circumstances in which money already transferred into an Ontario locked-in account can later be unlocked. These are separate from OMERS withdrawal rules because the assets have already left the pension plan.

For 2026, examples include having a qualifying shortened life expectancy, being a non-resident of Canada for at least 24 months, or being at least 55 with total assets in all Ontario locked-in accounts below $29,840, subject to the applicable requirements. Those exceptions should not be interpreted as a general way to withdraw an OMERS pension early. Eligibility depends on the Ontario unlocking provision being used and the conditions that apply when the application is made.

Questions About Withdrawing From OMERS Early

Can you borrow money from your OMERS pension?

The regular defined benefit pension does not provide a personal pension-loan feature. Your accrued benefit remains governed by the plan’s pension rules rather than functioning as a savings balance available for borrowing.

Can you withdraw only part of your OMERS commuted value?

The termination option concerns transferring the pension benefit represented by the commuted value rather than making occasional partial withdrawals from the defined benefit pension. Once money has been transferred into a locked-in arrangement, access is governed by the rules applicable to that account. Ontario locked-in account rules

Are OMERS Additional Voluntary Contributions easier to withdraw?

OMERS Additional Voluntary Contributions (AVCs) have separate withdrawal rules from the defined benefit pension. Working members can generally make AVC withdrawals during the annual March 1 to April 30 withdrawal window, with the available cash or transfer options depending on whether the funds are locked in. Can you transfer OMERS to a new employer’s pension instead of a LIRA?

A transfer to another registered pension plan may be available when the new plan accepts it. The receiving plan’s terms determine how the transferred value will be treated and what pension benefits it ultimately provides.
